The seminar for judges of administrative courts on the topic of ” Restriction of freedom of movement for asylum seekers” was held on October 2, 2024, as part of the project “Access to the Territory of the Republic of Croatia – Legal Support and Capacity Building,” implemented by HPC as a partner with financial support from UNHCR, in collaboration with the Judicial Academy and UNHCR.
The purpose of the seminar was to deepen participants’ knowledge in the field of administrative court protection and procedures regarding asylum seekers whose freedom of movement is restricted, from the perspective of Croatian national law, European and international legislation, as well as the case law of the European Court of Human Rights and the Court of Justice of the European Union.

- Restriction of Freedom of Movement for Asylum Seekers in the Practice of the European Court of Human Rights and the Constitutional Court of the Republic of Croatia, by Bianka Grubica Milišić, Senior Advisor at the Constitutional Court of the Republic of Croatia.
- Judicial Practices of The Court of Justice of the European Union: Higlights of the Case-law regarding Restriction of Freedom of Movement for Asylum Seekers, by Goranka Lalić Novak, Professor at the Faculty of Law, University of Zagreb.
- The New Pact on Asylum and Migration – How it affects Restriction of Freedom of Movement for Asylum Seekers?, by Iris Goldner Lang, Professor at the Faculty of Law, University of Zagreb.
- Restriction of Freedom of Movement for Asylum Seekers through Placement in a Reception Center for Foreigners – Practice of Administrative Courts in Croatia, by Meri Dominis Herman, President of the Administrative Court in Zagreb.
- Accommodation in Reception Centres for Foreigners as a Restriction on the Freedom of Movement for Asylum Seekers – the Practice of Administrative Courts in Croatia, by Kristina Petrovečki, Legal Advisor at the Croatian Law Centre.
The seminar was attended by judges from the Administrative Courts in Zagreb, Rijeka, and Osijek, as well as representatives from the Ministry of the Interior, Service for Foreigners and International Protection.
