As an implementing partner of UNHCR, and in cooperation with the Judicial Academy, the Croatian Law Centre once again organised a seminar for administrative court judges.

The seminar “The New Pact on Migration and Asylum and Topicalities in Judicial Practice” was held on 11 November 2025 at the premises of the Judicial Academy. In addition to judges of the administrative courts, officials from the Ministry of the Interior also participated in the seminar.

The seminar presented the key novelties introduced by the Pact on Migration and Asylum, with particular emphasis on its implementation in the Republic of Croatia and the role of administrative courts in proceedings concerning third-country nationals and applicants for international protection. Lectures were delivered by experts from the Ministry of the Interior. Ms. Anita Dakić spoke about the implementation of the Pact in Croatia, Ms. Silvija Marečić presented the Pact from the perspective of international protection procedures and its expected implications for administrative courts, while Mr. Zvonimir Vrbljanin addressed the new legal framework for procedures involving third-country nationals and the role of administrative courts.

In the second part of the programme, Ms. Bianka Grubica Milišić of the Constitutional Court of the Republic of Croatia presented recent case law of the Constitutional Court, the European Court of Human Rights, and the Court of Justice of the European Union, followed by a discussion.
