Partners: Ministry of Internal Affairs of the Republic of Croatia, the Office for Human Rights and Rights of National Minorities of the Government of the Republic of Croatia, the State Attorney’s Office of the Republic of Croatia, with the support of the Supreme Court of the Republic of Croatia.
The project is designed to advance the aim of supporting a comprehensive and intersectional approach to prevention and fight against intolerance, racism, xenophobia, and discrimination, in particular on grounds of racial or ethnic origin, color, religion, sexual orientation, and gender identity. This project brings together efforts of key official stakeholders tasked with the law enforcement and judicial response to hate speech, policy and monitoring bodies, and the civil sector representatives.
The objectives of the project are:
- To improve understanding of international standards, current legal framework, law enforcement and justice system procedures and practices in the area of hate speech;
- To develop evidence-based recommendations for the improvement of processing of hate speech incidents by police, state attorneys and the courts;
- To discuss recommendations with key stakeholders and advocate for their acceptance;
- To improve the practice of hate speech processing by the development of the training program for law enforcement and justice professionals based on research findings and evidence-based recommendations;
- To increase the level of awareness and information on hate speech as a manifestation of intolerance, and put hate speech-related topics on the public agenda;
Activities:
- Desk Research: Overview of the International Standards, Legal Framework and Key Concepts;
- Initial and final conference;
- Empirical research using content analysis and focus groups;
- Advocacy meetings with key stakeholder groups;
- Development of recommendations to improve law enforcement and justice system responses to hate crimes;
- Development of the training program for law enforcement and justice professionals.
